Representative Samuel Robert "Sam" Johnson represents Texas' 3rd Congressional District. He sits on the Ways and Means Committee and serves as the Ranking Member on the Social Security Subcommittee.

Johnson is a member of the Republican Study Committee, and was one of three Republicans who refounded it in 1994. Johnson served as the Chairman of the RSC from 1994-1998 and from 2000-2001.

A vocal advocate of less government and lower taxes, Johnson is considered a solid conservative. By some ratings, Johnson had the most conservative record in the House for three consecutive years, opposing "pork barrel" projects, voting to expand Individual Retirement Accounts (IRAs). Johnson also has a plan to strengthen Social Security with personal accounts. Citizens Against Government Waste has consistently rated Johnson as being friendly to taxpayers.

Johnson is a skeptic of calls for increased government regulation related to global warming, on the grounds that additional government regulation would restrict personal liberty and damage American competitiveness.
