In a letter dated October 28, Dallas County Democratic Party Executive Director Steve Tillery warned his fellow Democrats that the 'Tea Baggers' are coming to watch the polls, and he encouraged them to prevent the 'Tea Baggers' from 'loitering' or 'taking pictures of voters' at a polling place.  Click image for the pdf:

Please note that you have a right to speak to voters and electioneer so long as it is outside of the 100-foot marker.  Within the 100-foot marker, you may not loiter or electioneer--but you CAN wear a Gadsden flag.

We're not aware of a specific rule or law against taking pictures outside of the 100-foot rule.  If you are working for a candidate, campaign or party outside of the 100-foot line, and someone harasses you, please contact the candidate, campaign or party for guidance.  Each has a team of election lawyers on call to address these issues.

Tea Party candidates have swept the House of Representatives, displaced some Senate incumbents, and won many govenorships. Congratulations Tea Party activists. We all know this occured because of your hard work and not due to any party establishment. For example, Vicky Hartzler won the House seat in Missouri against a strong liberal incumbent with little to no support from the Republican establishment. She did this uphill, against the establishment like Ronald Reagan thanks to the hard work of people like you. You have made a difference. This is just the beginning. God bless you all and God bless America.

While he could have been a little more specific, it' seems pretty clear that he was making election judges aware that they can act on even poll watchers within the 100 feet limit. Poll watchers are prohibited from any interaction with voters or disruptive behavior. They are to interact with the election judge only, and if that fails to satisfy a situation, then poll watchers are to call Bruce Sherbet, head of the Elections Dept, or the sheriff's department for assistance.
